He acknowledges receipt of a letter dated 16 Sep, as directed by the Earl of Aberdeen [George Hamilton-Gordon, British foreign secretary], relating to the Horticultural Society sending Mr Theodor Hartweg to collect new plants in California [United States of America] and the provision of a passport ('or other instrument') for him to provide protection as a British subject; the Earl of Aberdeen has denied the request, as Hartweg is a German national, but has promised to provide him with letters of introduction to the British consul and other officials in California and other locations
