In reference to his letter of 28 Mar, Mr Theodor Hartweg's bill was received on 7 May 'and has been duly honoured'; Hartweg mentioned in his letter of 12 Mar having sent a tin case of seeds on 9 Mar via Guadalajara [Mexico] to Messrs Manning, Mackintosh & Co [agents of the Royal Mail Steam Packet Company in Mexico] in Vera Cruz [Veracruz, Mexico], but it has not arrived, and he wonders whether it might not be better to send such packages through the post office, prepaid to Vera Cruz, and whether there are any regulations that might prevent such a plan; he has asked Messrs Manning, Mackintosh & Co to forward such packages through the post office by Royal Mail steamers, instead of including them in the manifest, 'through which they come under the notice of the customs department at Southampton, where they are ruthlessly torn open'
