They have heard of the 'hostile intentions' of the United States government towards Mexico, and are concerned that a blockade may cut Mr Hartweg [Theodor Hartweg] off from his communications; they have addressed a letter to the American minister, 'his excellency L. McLane [Louis McLane, minister of the United States in London]'; he encloses a copy of the letter and McLane's reply [enclosures not present], urging them to act in relation to the officers of the United States in command of the Pacific
