Charles Harman Payne (c.1854-1925) was a chrysanthemums grower and was for 32 years the Foreign Secretary of the National Chrysanthemum Society. He was one of the founders of the Societe Francaise des Chrysanthemistes, and received many awards from horticultural societies in France, including eventually being made a Chevalier of the Merite Agricole (1896). He published the 'Florist's Bibliography' and its supplements. Much of his library was acquired by the RHS..
