He refers to Viscount Canning's [Charles Canning, parliamentary under-secretary of state for foreign affairs] letter of 16 Jan [not present in the collection] relating to the protection to be provided for Mr Robert Fortune in China, similar to that provided by Viscount Palmerston [Henry John Temple, British foreign secretary] to Mr Theodor Hartweg [Karl Theodor Hartweg, Horticultural Society plant collector; for the papers of Hartweg, 1836-1848, see RHS/Col/7], who travelled in September 1836 to South America; regarding the suggestion that the Society should not be sending anyone to China until officers have been appointed, they have made too many arrangements now to cancel them
