Scope & content

The admiralty do not have the authority to give [free] passage; in cases where persons holding official situations abroad embark in packets [ships] or ships of war, the Treasury pays for the passage; Charles Wood [secretary to the Admiralty] would agree to the conveyance of seeds and 'botanical collections'; he suggests applying for passage to 'any of the rich merchants here in Liverpool'
