The Lords Commissioners of the Admiralty are unable to grant the request from the vice-president of the Horticultural Society for free passage to a naturalist employed by the Horticultural Society, as there is no King's ship bound for Mexico currently; free passage cannot be granted, on the packets [ships], as the passage money forms part of the emoluments [salary or profit] of the officer [captain]; but the Admiralty has promised free shipment ('from time to time') of collections
