Written from the British Consulate, Tampico [Mexico]
He acknowledges receipt of a letter dated 15 Dec with the enclosures; the agents, Messrs Jolly & Baker [merchants in Mexico], are not to blame for the delay in sending the boxes, which were shipped on 10 Jan by HM packet [ship] Penguin, as application was made to all commanders of the packets, but due to unusual numbers of passengers, 'much specie [valuable cargo] and cochineal [cochineal insects, used for producing carmine dye]', resulting from the French blockade of the Mexican ports, it was not possible to accommodate 'such voluminous' packages; he is happy to assist in the promotion of 'so very useful a science'
