Decorative border featuring garlands of oak leaves and acorns (the oak, repesents the Navy) in two loops. The signature is inscribed in the upper circle and the lower one contains the insignia of the Order of the Garter, with the motto incsribed along the belt.. TC: Signed: 'William R'.
